Management of Change (ISO 45001 Clause 8.1.3)

How to manage temporary and permanent changes to prevent introducing new hazards.

Introduction

Changes are a major source of risk. New equipment, new chemicals, new people, or new procedures can all introduce hazards that weren’t there before. ISO 45001 requires a process to manage these changes.

What Changes Need Managing?

  • New products, services, and processes.
  • Changes to work locations, conditions, or organization.
  • Changes in legal requirements.
  • Changes in knowledge or information about hazards.
  • Developments in knowledge and technology.

The MOC Process

  1. Proposal: Someone proposes a change (e.g., “Let’s install a new conveyor”).
  2. Risk Assessment: Before the change happens, assess the OH&S risks.
    • Does it create pinch points?
    • Does it increase noise?
    • Do we need new training?
  3. Approval: A competent person reviews the assessment and approves the change.
  4. Implementation: Make the change, including any new controls (e.g., guards, training).
  5. Verification: Check that the change didn’t cause unexpected problems.
